Over the last year we have been developing a new offer for a future National Citizenship Service.

We have worked closely with young people, parents, employers, academics, local authorities and leading experts to re-imagine how this rite-of-passage service could reach more young people and deliver a bigger impact.

Now the service re-commissioning is underway we are looking to forge meaningful delivery partnerships with the best grass roots and specialist youth organisations.

We are intending to bid for the National Citizen Service (NCS) as a management partner in the following areas:

  • North West
  • Yorkshire & Humber

GC is seeking submissions from organisations who can deliver and/or support the delivery in the North West and/or Yorkshire & Humber.  Any submitted responses will be reviewed and scored to establish a shortlist of subcontractors and partners.

If you want to apply to become an NCS supplier of GC, please follow the below 4 steps. 

Step 1: Register on our In-Tend portal at:            


To use the Growth Company In-Tend site, you need to complete a basic registration as a supplier on the In-tend Supplier Platform. Note that all mandatory fields (highlighted in yellow on the In-Tend Portal) must be completed in order to register your organisation.

Step 2: Submit your response for the ‘People Services Partner Network’ by completing the questionnaire, which can be found under the ‘Tenders’ tab and by clicking ‘current opportunities’. (This questionnaire is for information only.)

Step 3: Once complete you will be accepted to join the Network. To access the  National Citizen Service 2018 Call for Expressions of Interest opportunity stage and documents please go to Current Tenders, click the View Details Tab on the ‘People Services Partner Network’ and you will be able to click on the ‘National Citizen Service 2018 Call for Expressions of Interest’ Tab.

Step 4: Download the National Citizen Service 2018 Call for expressions of Interest documentation and follow the NCS Call for Expressions of Interest Instructions and Scoring Criteria. Complete the required documents and submit via the In-Tend Portal.  The deadline for completion is 12:00pm on Wednesday 10th October 2018. Any submissions received after this time will not be accepted. This is automated on the In-Tend platform therefore you are encouraged to allow adequate time to upload your submission documentation.  Please do not email your tender response, any submissions received by email will be rejected.

Please note that the award of any subcontract for the delivery of services is contingent on GC being successful and being awarded a contract (or contracts) that match the offer we issued to a shortlisted supplier. In addition, GC reserves the right to re-advertise the opportunity to secure adequate supply chain coverage over the contract area at any stage of the project.

Please note that by submitting a response to one of GC’s procurement opportunities, your bid (whether successful or unsuccessful in obtaining the contract) will be held and processed in accordance with our Privacy Policy. In order to demonstrate our competitive procurement procedures for future audit and contractual compliance (such as those required by our funders) your response to GC procurement will be held and archived for a period of 7 years following the contract expiry, or may be held for longer where stipulated by the funder.
