Head of Business Intelligence, Growth Company
An economist and strategist, Rupert has over 20 years of applied and academic experience in the fields of business support, innovation, and enterprise development. His previous roles have included serving as the Principal Economist at the Greater Manchester Combined Authority, as well as the Head of Research at the National Textiles Growth Programme, where he worked on two major investment programmes worth over £150million of government funding and private investment.
Rupert also has extensive expertise in policy formulation and public policy. He was Head of Secretariat for the Manchester Independent Economic Review, lead researcher on the GM Independent Prosperity Review Productivity Paper, and the lead officer in the development of the UK’s Cost Benefit Analysis Framework, working with Government Departments including HM Treasury.
He also led a national study on Social Impact Investment, and Pension Investment research, launched with the Smith Institute in the House of Commons.
Over the years, Rupert has worked as a senior consultant securing and delivering projects across the UK for a range of private and public sector organisations. He is now Head of Business Intelligence at the Growth Company.
